UN aid convoys face increasing attacks in Darfur

The United Nations (UN) World Food Programme (WFP) raised concerns about a dramatic escalation in attacks on food aid convoys by armed bandits in the Darfur region of Sudan. WFP says the attacks constrain its ability to feed the more than two million people in the area receiving aid.

Negotiations over a UN Security Council resolution authorising a joint UN-African Union security force for the region continue but full deployment could take up to a year.

“In the last two weeks, nine food convoys have been attacked by gunmen across Darfur,” said Kenro Oshidari, WFP Sudan Representative. “WFP staff and contractors are being stopped at gunpoint, dragged out of their vehicles and robbed with alarming frequency,” he said.

“These abhorrent attacks, which target the very people who are trying to help the most vulnerable in Darfur, must be brought under control,” he added.

A WFP official told Wikinews that the attacks and robberies have occurred in all regions of Darfur, and that the blame can’t be ascribed to a particular group. “Frequently the bandits are wearing uniforms but often in one group of bandits there may be more than one uniform. Thus, we are not pointing fingers at any one group.” said Emilia Casella, WFP Spokesperson for Sudan. “We are calling on all parties to respect the neutrality of humanitarian convoys and their drivers, who are delivering food to civilians who are victims of the conflict.”

“On July 20, a convoy traveling on the Tawilla-Kaura road in North Darfur was stopped by 16 armed men. The drivers were forced out of their vehicles and the robbers demanded 5 Sudanese pounds from each (roughly equivalent to US$2.50). Those who could not pay were beaten. Similar incidents have happened on the same road in the past two weeks.”

According to WFP, in 2007 so far, 18 WFP convoys have been attacked – “shot at, looted, drivers robbed and/or injured”. Four vehicles were stopped and the drivers and passengers robbed. Six vehicles were stolen, where the gunmen drove away with the WFP staff members still inside, though they were later released. “There were no major physical injuries, but naturally such experiences are very traumatic,” said Casella. “These incidents have occurred in all three of the Darfurs, in areas controlled by various groups or the government.”

In the week of July 15-21, there were five incidents in South Darfur, during which a total of seven trucks were looted of approximately 10.5 tonnes of food assistance.

The Darfur operation is the WFP’s largest humanitarian mission, with about 790 staff working to feed more than two million people every month.

The WFP indicated that it has been difficult to hire and retain the commercial trucking companies used to move food and supplies throughout the region due to the risks involved in the service. WFP Public Affairs Officer in Washington D.C. Jennifer Parmelee told Wikinews that “hiring reliable transport in other insecure environments, [such as] Afghanistan and Somalia, is extremely challenging.”

Air service is employed for remote locations and where delivery by road has become too dangerous.

Parmelee told Wikinews that the “increasing insecurity will almost certainly further constrain [WFP’s] ability to operate in Darfur – it already has.” WFP Spokesperson for Sudan, Emilia Casella, indicated that “humanitarian access is likely to be increasingly difficult due to insecurity.” However, the situation has not prevented all aid delivery. “Despite insecurity and access problems, WFP food assistance reached about 2.6 million people in Darfur last month,” said Casella.

A UN resolution on the deployment of a hybrid African Union (AU) and UN force of 26,000 troops is working its way through the UN. Britain and France presented revisions to the draft, which dropped a threat of “further measures” against Sudan for obstructing peace efforts, though Sudan’s ambassador, Abdalmahmood Abdalhaleem, has objected to the revisions.

A deadline of December 31 exists to transfer authority in Sudan’s Darfur region from the AU to the proposed AU-UN force. Full deployment of all 26,000 troops would take up to one year.

The draft resolution would allow the use of force to protect the mission’s personnel and humanitarian workers and would “protect civilians under threat of physical violence”.

Jennifer Parmelee of the WFP suggests that the deployment of the hybrid force under such a mandate would be a positive development in the aid agency’s ability to carry out their humanitarian assistance. “Sure an expanded AU/UN peacekeeping force would help.” said Parmelee. “As it is, AU is stretched very very thin, and…is unable to accompany most of our convoys.”

According to WFP, there are approximately 12,000 humanitarian workers in Darfur, which is a drop in numbers even though the need for aid workers has increased.

Research by the Associated Press uncovered Ayala’s history of lawsuits. Ayala successfully won her suit for medical expenses against the national El Pollo Loco chicken-chain, a previous employer, after her daughter Genesis contracted salmonella poisoning, allegedly from eating at the restaurant. However, Ayala lost another suit against General Motors in 2000 claiming that a wheel fell off her car. She also started a sexual harassment suit against her former boss in 1998. A total of 13 lawsuits in California and Nevada had been filed. Ayala replied the focus should be on Wendy’s, and not her record of law suits. Nick Muyo, a spokesman for the San Jose Police department, said not to expect new information in the case for at least a week.

However, when Allman’s prints were sent to San Jose police, they didn’t match. Two days later, on Friday the 15th, Wendy’s doubled the reward to US$100,000. The company revealed that employees had passed polygraph tests. Wendy’s continues to claim that there is no evidence that the finger ever entered their supply chain, pointing to a lack of any accidents among the workers at their suppliers. Wendy’s tip line had received reports from across the United States, from “folks who either have lost a finger, or know somebody who lost a finger,” San Jose police Sgt. Nick Muyo told the Associated Press.

On Thursday the 21st of April, Anna Ayala was arrested at or near her home in Las Vegas on Thursday evening, in connection with the case, shortly after Wendy’s finished its own internal investigation. According to court documents, she has been charged with one count of attempted grand larceny related to the chili case, and one count of grand larceny in an unrelated real estate deal, and is being held without bail in Clark County, Nevada, pending extradition. A press conference by the San Jose Police and Wendy’s was held on Friday, April 22, at 13:00 PDT. The charge related to the case states the finger could not have been prepared at Wendy’s, where the chili is heated to 170 degrees for 3 hours. There is also an inconsistency in Ayala’s account of finding the finger and claiming it caused her to vomit compared with police saying there was no vomit at the scene. The incident has caused Wendy’s 2.5 million dollars worth of damages, which Ayala could be criminally responsible for. Until recently, the San Jose police had not accused Ayala of planting the finger herself.

The unrelated charge stems from an incident, also in San Jose, when Ayala allegedly received an $11,000 down payment on a mobile home she did not own.

Ayala was incarcerated at the Clark County Detention Center, awaiting a fugitive review hearing on Tuesday, April 26, 2005, at 7:30 a.m. local time. She was processed and given inmate ID 01964047. Her case number was 05F07229X. Ayala waived extradition at the hearing, and her attorney said they were ready to come to San Jose to defend against the charges.

On Friday, May 6, 2005, Ayala was transported to San Jose, California. Ayala was booked into the main Santa Clara County jail, and is awaiting arraignment. Ayala will likely be arraigned on Monday or Tuesday at the Santa Clara County Superior Court, according to Santa Clara County Deputy District Attorney David Boyd.

On September 9, 2005, Ayala plead guilty to conspiring to file a false claim and attempted grand theft, and will be sentenced on November 2, 2005. She faces up to ten years in prison, and her husband faces up to 13 years behind bars.

According to a statement from a personal assistant to Clinton, he is currently convalescing at his home in Chappaqua, New York.

Those close to the family subsequently speculated that Clinton’s “punishing schedule” could possibly have caused these problems. Indiana Governor Mike Pence dropped his former opposition to needle exchange programs and on Tuesday signed legislation passed by lawmakers on April 29 — the last day of the state’s legislative session — that would allow local health departments, municipalities, counties, or nonprofit organizations to implement needle exchange programs. The debate about the controversial programs came on the heels of an HIV outbreak in Southern Indiana.

Austin, in Scott County, Indiana, was the epicenter of the outbreak. The number of new HIV positive cases in Scott County in this outbreak rose past 140. Governor Pence declared the outbreak a public health emergency on March 26, and at the same time approved a 30-day needle exchange program. Pence since offered a 30-day extension as the number of HIV positive cases continued to rise.

Needle exchange programs provide clean needles in exchange for dirty needles. The sharing of dirty needles has been linked to the outbreak. Experts like Chris Beyrer, president of the International AIDS Society, support needle exchange programs. Beyrer told the Indianapolis Star, however, that temporary measures, like the one Pence implemented on March 26, don’t solve the long-term problem. The World Health Organization and the Centers for Disease Control and Prevention also recommend needle exchange programs. But experts say long-term needle exchange programs are needed.

The HIV epidemic in Southern Indiana has been linked to a drug problem in Scott County. HIV and Hepatitis C are blood-borne viruses that spread by way of bodily fluids and bloodstream injections, especially when more than one person is using the same needle.

Legislators on the committee responsible for Senate Bill 461 heard testimony last week before voting. Representative Thomas Washburne, Republican, Evansville, told Wikinews on April 27 that he was involved in conversations pertaining to needle exchange programs. “I am inclined to follow the recommendations of the Centers for Disease Control in implementing needle exchanges,” Washburne said in an interview with Wikinews. “My vote against Senate Bill 461 was not due to the needle exchanges, but other issues involved in the bill.”

House members passed the bill 80–19, senators 38–11.

After legislators passed the bill, Pence told WISH-TV: “From my perspective, the focus needs to be on health emergencies. I have throughout my career not supported needle exchanges as anti-drug policies. But with regard to addressing an epidemic, which is what we’ve seen in Scott County, which is unprecedented in any rural part of the country. I was prepared to support that through executive action.”

Louisville, Kentucky, about 35 miles south of Austin, was the first Kentucky municipal government to approve a needle exchange program. The Louisvile Metro Council voted 22–0 to approve the program on April 23. That approval requires reconsulting the council before actually implementing such a program. About 195 cities in the United States have adopted similar programs.

Dr. William Shaffner, a doctor and chair of the Department of Preventative Medicine at Vanderbilt University in Nashville, Tennessee, told Wikinews reporters March 25 at the University of Southern Indiana in Evansville, the day before Pence declared the public health emergency, such a program would make sense. He said the best course of action would be to “block and tackle.”

“Needle exchange programs ought to be used,” Shaffner said. “They have been proven to work and do not cause an increase in drug use.”

After 100 days, Deepwater Horizon oil spill still threatens Gulf coast

Wednesday marked the 100th day since the beginning of the Deepwater Horizon oil spill, and although the leaking well was recently capped, the estimated three million or more barrels of oil already in the Gulf of Mexico are still causing trouble for many residents of the Gulf coast.

There are still many unanswered questions about the long-term impact of the spill, including how it has affected the environment and natural habitats of the Gulf as well as whether residents of the area will be able to return to their jobs and livelihoods now that the leak has been capped. US government officials say that, even after the oil well is permanently sealed, workers will still have a lot to do, including the removal of around 20 million feet (6.1 million metres) of containment boom. “I would characterize this as the first 100 days. There’s a lot of work in front of us,” said Rear Admiral Paul Zukunft of the US Coast Guard.

Authorities will use submarines to assess damage underwater, while teams on the ground assess the shoreline. While removing oil from beaches is expected to be fairly straightforward, cleaning the marshlands will be particularly difficult, as boats are needed to maneuver through small channels and workers are unable to stand on solid ground. At least 638 miles (1,027 kilometres) of the Gulf coast have been hit by the oil.

The government is focusing on both cleaning sensitive coastal regions and looking for underwater oil plumes, but is also probing into what may have been the largest accidental oil spill. The US Justice Department, as well as Louisiana, Mississippi, and Alabama, are all investigating what contributed to the disaster. The Washington Post reported one team is looking into whether a close relationship between BP and government regulators played a role in the spill. The Post also said that Deepwater Horizon operator Transocean as well as oil services group Halliburton were being investigated.

BP officials say that they will try to perform the “static kill” process on Monday, a process which involves pumping a thick mixture of mud and cement down into the cap currently stopping the leak. At the end of next week, one of two relief wells currently being drilled should reach the leaking well, and officials will then know if the static kill has worked. It is hoped that this “bottom kill” operation will be able to permanently seal the damaged well.

Even though BP is close to sealing the oil reservoir, it still faces legal battles, economic struggles, and internal changes. On Tuesday, BP announced Tony Hayward would step down from his position as the company’s chief executive. His replacement, American Bob Dudley, will be the first non-British CEO of the company.

On Thursday, lawyers met at Boise, Idaho hearing to determine how around 200 various lawsuits against BP will play out. Depending on whether the suits can be consolidated, BP could be facing years of legal disputes. BP, Transocean, and Halliburton had already blamed each other for the disaster during a May hearing before the US Senate. Federal regulatory officials were criticized for allegedly taking bribes and not thoroughly inspecting the oil rig.

The company also reported a quarterly loss of US$16.9 billion and said it has allocated US$32.2 billion to pay for the spill. BP has a US$20 billion fund to help make up for the massive losses of the Gulf fishing, oil, and tourism industries and will pay damages for each of the millions of barrels of oil lost in the disaster.

BP says that it is the “responsible party” for cleaning up the spill because it owned the leaking well and had leased the Deepwater Horizon oil rig, but claims that it is not responsible for the entire spill.

A prank by three young kitchen staff at Hungry Jack’s fast food restaurant in the Central-Western New South Wales city of Bathurst went wrong when two customers required medical treatment after eating burgers they had laced with multi-purpose cleaner.

According to staff at the Emergency Department of Bathurst Hospital, two Hungry Jack’s customers became ill Sunday night after eating burgers contaminated with a chemical believed to be multi-purpose cleaner. One of the patrons was in a serious condition upon arrival at Bathurst Hospital due to being allergic to an ingredient in the cleaning product. “He presented to the emergency department as he was having an allergic reaction after eating a burger from Hungry Jacks, he was in a really bad way when he arrived here and if he had waited much longer it could have been much worse,” said a Greater Western Area Health Service employee. “We called Hungry Jacks and they said that three of their employees had been goofing off and sprayed multi-purpose cleaner inside the burgers so we then treated the patients for poisoning.”

Both customers are expected to make a full recovery. During an investigation undertaken by Wikinews reporter Nathan Carter, it was learned that the chemical sprayed into the burgers was KAY multipurpose cleaner which is reported to cause nausea, diarrhoea and mucosal and gastric irritation. The Material Safety Data Sheet for KAY multipurpose cleaner lists Antonic Surfactants as its hazardous ingredient.

In New South Wales, it is a criminal offence to make food intended for sale unsafe punishable by 2 years imprisonment. Due to restrictions on the publication of the name of young people involved in crimes in New South Wales, the names of kitchen staff can not be published. Wikinews was told by Hungry Jack’s staff that the staff involved in the incident remained employed by Hungry Jack’s. Josh, a Hungry Jack’s manager at the Bathurst restaurant, told Wikinews that his boss Adam was aware of the food contamination issue and would be taking steps to address it.

Roof Finials Perfect For A Gothic Home

Gothic structures bring about awe. If you have ever laid your eyes on a building such as the abbey of Saint-Denis in France, you likely were struck by the beauty of this style of architecture. If you have seen other similar structures, the abbey of Saint-Dennis was their parent building, created in the early 1100’s and becoming the model style that many other gothic structures were created from.

The idea of gothic building was to be awe-inspiring. They were churches and houses of God, and you were to be in awe of God throughout the building.

If you always wanted to be able to have that style of architecture in your home, but don’t have the money to have a building created with pointed arches and flying buttresses, there are still some ways you can give your home a bit more of a gothic look.

One thing that will help is roof finials. When you look at gothic buildings you will likely note that there are a lot of spires and points at the corners and elevated portions of the building. Adding roof finials to your home will give a similar look. You can find roof finials in many varieties these days, and if you look hard enough, you may even be able to find some that are extremely close to those used on your favorite gothic building from days of old. Roof finials are not too hard to install and could easily be a weekend project, unless you are not a fan of climbing up on the roof. In that case you should call in a handy-man to do the job for you.

In addition to roof finials, there was another trait that really stood out in gothic structures, especially on a sunny day – stained glass. The reason gothic buildings were so inundated with stained glass is because the architecture of the building allowed it. Since the construction, through arches, took all the weight and pressure from the roof off the walls, and instead put it on columns, the builders could have a little more leeway with the number and enormity of the windows that were to be put into these buildings. As yet another tribute to God, artists were called in to create elaborate scenes from the bible in beautifully detailed stained glass. No doubt as worshipers entered the church and the light came through these glass panes, they felt almost as if the rays of the heavens were streaming down on them as they approached the altar. It was easily a very religious experience.

In your home, you may not be able to add such elaborate stained glass works. After all, you do have to consider you are dealing with slightly different architecture, and you are trying to create a gothic look, but not build an entirely new gothic building. You can look into changing some of your smaller windows out for stained glass panels or just get stained glass window panels that you hang in front of the window and will look like the real thing, without any window replacement.
